After they essentially lost a human-rights complaint, CBC Television and Newsworld have been required to caption every single thing on their networks, including bumpers, intros, extros, and promos for their own shows, since 2002. They’re the only broadcasters I know of with true 100%-captioning requirements.
How are they doing?
Poorly. Unbeknownst to CBC, I spent three years taking notes on missing and defective captioning, and now I have released the results.
The best part? While I was E-mailing out the press release, I spotted a promo for Politics with Don Newman on Newsworld that was, in fact, uncaptioned.
